Small Business Mega Event Playbook

How much inventory should you order? Will employees be able to get to work? What permits might change? How do you prepare for big crowds, or for fewer customers than expected?

The FIFA World Cup brought plenty of opportunity for Washington businesses, but no one could predict exactly what six match days would bring. The Small Business Mega Event Playbook gave owners a place to start.

Developed with input from small businesses, community partners and government agencies across Washington, the guide brought practical advice, case studies and resources together in one place.

The Playbook follows the full lifecycle of a major event, from early preparation through the busiest day-of operations.

Businesses can find guidance on staffing, cash flow, technology, permits, marketing and customer experience, along with checklists for managing crowds, communicating with employees and keeping daily operations moving. Dedicated sections address public safety, scams and fraud, severe weather and other risks that become harder to navigate when a city is packed with visitors.

The resource also includes specific guidance for freelancers, independent contractors and solo entrepreneurs, recognizing that readiness looks different for every business.

The World Cup gave the project its first test, but the Playbook was written for what comes next. Concerts, festivals, championships, and other major events will bring many of the same questions to communities across Washington.

A graphic novel version of the Playbook was also produced, translated into Spanish, Chinese and Vietnamese, offering practical checklists and action items in a more accessible format.

In 2026, the Playbook earned statewide and international recognition for its approach to economic development and business readiness.

The next big event will be different, but Washington businesses won’t have to start from zero.
